Description With this parameter you determine the load limit for a BTS. It is used in
controlling the load distribution between BTSs in a segment

BTS load in SEG

With this parameter you determine the load limit for a BTS. It is used in controlling the
load distribution between BTSs in a segment. You can control the distribution of traffic
between 900 and 1800 bands by setting of this parameter.

For example if you have set 70% for 850 band BTS then new call wont be assign to
1900 band until 850 band BTS reaches to 70% load.

Note:- This parameter also set threshold for HO occur between 850 and 1900 band
due to Load.

For example if you have set 70% for 850 BCCH band then when load (L) of the 1900
band BTS reach to (100+LSEG)/2 (i.e.85%) HO will be triggered from 850 to 1900
band.

Description:- With this parameter you define which proportion of reserved or unavailable
channels in all channels is acceptable. BTS load threshold is one of the parameters
used for the handover control process. If the threshold is exceeded, the BTS is
considered to be overloaded, and handovers to that BTS will be avoided.

Tip:- You should set this value higher if you wish not to restrict handover on basis of
target cell load. If network is already running with high load then you need to set 100%

we can see that at 850 band values are default level after 70% utilization it will move to
1900 band. 1900 has little bit different combination but most of the values are on default.

From attached Graph 2nd there is different combination values Most of the values are at
90% means handover is avoided after 90% utilization.

Description With this parameter you define whether the predefined offset margin is used
when evaluating the signal level of the non BCCH layer.

Current Setting is all values are on default means 0

This is HOC level parameter defined for the SEG.


With this parameter you define a threshold value for the estimated downlink signal level on non-BCCH layer for a moving MS from
BCCH layer to non-BCCH layer.
The exception is when the BCCH has been configured to GSM 1900 band in GSM800/GSM1900 Common BCCH cell. In that case
you define a threshold value for the downlink signal level on GSM 1900 layer for allowing access to GSM 1900 BCCH layer.

For example if you have set LAR to -90dBm and if MS is moving from 900 band to 1800 band then when DL Rx level will reach
-90dBm HO will occur from 900 band to 1800 band.

Range:- -110...-47 dBm

LER (rxLevel) - non BCCH layer exit threshold

This is HOC level parameter defined for the SEG.


With this parameter you define a threshold value for the measured downlink signal level on non-BCCH layer for a moving MS from
non-BCCH layer to BCCH layer.
The exception is when the BCCH has been configured to GSM1900 band in GSM800/GSM1900 Common BCCH cell. In that case
you define a threshold value for the measured downlink signal level on GSM 1900 layer for a moving MS from GSM 1900 BCCH
layer to GSM 800 layer.

For example if you have set LER to -95 dBm and if MS is moving from 1800 band to 900 band then when DL rx level will reach -95
dBm HO will occur from 1800 band to 900 band.

Range:- -110...-47 dBm

Current Setting is 0

Precondition is SD TS should in shifting Technolgy.

As of Now this is disabled.

Conclusion

As there is more traffic on 1900 Band if we want to Keep more traffic on 850 Band
rather than 1900 Band then we have we have to increase btsLoadInSeg values at
850 Band as of now all the values are on default reverse case if we want to keep
more traffic on 850 Band.

For some the cells we have observed btsLoadThreshold is at lower end on both 850
and 1900 band we can increase it accordingly.

Current strategy for nonBcchLayerAccessThr and nonBCCHLayerOffset is on


different values it need to review at customer end.

Enable SDCCH handover as there is SD timeslot is available in 1900 Band also


except 35 cells only we can enable SDCCH handover this will be also beneficial if
there is SD congestion.
