EXPAND TELE-MEDICINE TO BRIDGE
URBAN RURAL DIVIDE IN HEALTHCARE
DR. KASTURIRANGAN
Dr.K.Kasturirangan, Member (Science), Planning Commission of India & former
Chairman, Indian Space Research Organisation has strongly recommended
expansion of telemedicine system to bridge the urban rural divide in access to
specialist doctors & in the continuing education of rural doctors & in introducing
miniaturised bio instrumentation to monitor patients and transfer it to specialist.
Delivering the convocation address of Sri Ramachandra University here today he
said there is a great qualitative & quantitative shortage of doctors & hospital beds in
the country which is compounded by poor facilities, availability & infrastructure in
rural areas. While there is an urgent need to rapidly implement Vision 2015 of the
Medical Council of India to enable every Indian medical graduate to pursue post-
graduate education to multiply the availability of specialists, telemedicine could
connect these specialists available mostly in urban centres with rural doctors, he
added.

Vision 2015 of the Medical Council of India

Dr.Kasturirangan said while the ISRO assisted telemedicine programme that has
now been enhanced to multi-point to multi-point system has networked about 400
centres across the country it needs further expansion. Further, telemedicines scope
can also transform the future when miniaturised bio instrumentation can monitor a
patients biological parameters to a finer level & transmit relevant data to
specialists. This can provide sophisticated treatment by specialist even to patients
in remote areas. He commended Sri Ramachandra University for establishing the
state of the art telemedicine network within India & through PAN-African network
of the union government, to African countries. He also commended SRU for
setting up a world class sports medicine centre.

Specialized Medical Courses Simulation & Training Infrastructure

Turning to space medicine Dr.Kasturirangan said micro-gravity condition of


astronauts affects body mass & causes bone loss. To study these & cure related
problems specialized medical courses are needed with necessary simulation &
training infrastructure. Referring to space technology as a source of innovation
ideas for medical research he said NASA Bio-capsule made of inert subcutaneous
implant that is designed to diagnose a medical problem & administer treatment
could revolutionise cancer treatment targeting cancer cells & avoid side effects.
The bio-capsule could also be used to implant cells that are engineered to release
the missing protein, in children born with a missing gene or with a defective gene.
Towards this end space centres and medical institutions should engage in joint
medical research, he added.

Gold Medals for Arthroscopy & Sports Sciences Centre

Dr.Kasturirangan said in the next few decades medical sciences are expected to witness
several breakthroughs like fabrication of organs through tissue construction &
development of cells acceptable to immune systems. Significant success has already
been reported in several areas of research such as artificial pancreas devices, the
formulation of tissues from the degradable plastics, innovative electronic devises
substituting nerve functions, innovative contraceptives through vaccines & new
hormonal products & gene therapy with potential to cure many disorders through
delivery of selected genes into a patients cells. He however cautioned that this gene
revolution with ability to intervene at the genetic level could permanently change the
human gene pool has triggered moral debates & therefore needs careful regulation,
legislation & social consensus. Dr.Kasturirangan distributed gold medals to
distinguished students. MBBS graduate Dr. D. Rajmadhangi bagged four gold medals.

The Chancellor of Sri Ramachandra University Mr.V.R.Venkataachalam distributed


degrees & diplomas to 260 graduates & administered the oath.

In his report the Vice Chancellor Mr.JSN Murthy said new courses like D.M. Medical
Oncology, M.Ch. Surgical Oncology & M.Sc. in Clinical Embryology & Industrial
Hygiene & Safety will be introduced in 2014-15. The inauguration by the Chief
Minister of Tamilnadu of Sri Ramachandra Arthroscopy & Sports Sciences Centre, a
world class facility & the first of its kind in India is a major landmark in the growth of
