1
Objectives
After this discussion, you should be able to:
 Appreciate the importance of IMS
 Define the various terms used in HSE MS
 List the requirement of EMS / OHS MS
 Understand the role of top management
 Developing an HSE policy
 Benefits of HSE implementation & certification

2
What is
Management System?
• The part of the overall management system
that includes organizational structure,
planning activities, responsibilities,
practices, procedures, processes and
resources for developing, implementing
achieving and reviewing the policy.

3
ENVIRONMENT
Surroundings in which an organization
operates, including
air, water, land, natural resources,
flora & fauna, humans and their
interrelation.

4
PREVENTION OF POLLUTION
Use of
processes, practices, techniques, materials,
products
that
avoid, reduce or control pollution,
which may include
recycling, treatment, process changes,
control mechanisms, efficient use of
resources and material substitution. 5
ENVIRONMENTAL
ASPECT AND IMPACT
Environmental Aspect
Element of an organization's activities, products or
services that can interact with environment.

Environmental Impact
Any change to the environment, whether adverse
or beneficial, wholly or partially resulting from an
organization's environmental aspects.

6
Environmental Aspects and Environmental Impacts
Environmental aspects and environmental impacts exist in a “Cause and Effect”
relationship with each other.

Aspect (Cause) Impact (Effect)

Waste generation Land pollution

Paper consumption Resource depletion

Pesticide applications Soil, water quality

degradation
7
DEFINITIONS
HAZARD
source, situation or act with a potential for harm in terms of human
injury or ill health, or a combination of these

INCIDENT
work related event in which an injury or ill health (regardless of
severity) or fatality occurred, or could have occurred.

OCCUPATIONAL HEALTH & SAFETY

conditions and factors that affect or could affect, the health and safety
of employees or other workers (including temporary workers and
contractor personnel) visitors or any other person in the workplace.

8
OHS HAZARDS
o Exposure-weather, temperature, noise, chemicals, open water
o Falling objects
o High pressure
o Hot work
o Mobile equipment
o Repetitive work
o Rotating equipment
o Working at height
o Electrical
o Fire / explosion
o Slip/ trip / falls
o Confined spaces
o Exposure-radiation
o Terrorism
o Industrial Hazards

9
INCIDENT RATIO

1 – Major injury

10 – Minor injury

30 – Property damages

600 – Incidents/Near Misses

Our efforts should be directed to the many significant

opportunities of near misses for control of accidental losses

10
DEFINITIONS
RISK
combination of the likelihood of an occurrence of a hazardous event or
exposure and severity of injury or ill health that can be caused by the
event or exposure (s)

SAFETY
freedom from unacceptable risk of harm

ACCEPTABLE RISK
risk that has been reduced to a level that can be tolerated by the
organization having regard to its legal obligations and its own OH&S
policy

11
OHS RISK MANAGEMENT

THE ESSENCE OF
RISK MANAGEMENT IS
TO AVOID HIGH RISKS,
MANAGE MEDIUM RISKS AND
LIVE WITH LOW RISKS
12
SAFETY DEPENDS ON
 HARDWARE :Plant & up keep – planned
inspection, Engineering & change, procurement,
Maintenance
 SOFTWARE :Organization – procedures,
recruitment, accident reporting & analysis, rules &
work permit, emergency preparedness, materials &
services management
 HUMAN WARE :The People – Leadership,
Training, Task observation, PPE, Communication,
Health & Hygiene
13
EXERCISE

• Identify the hazards / risk as well as the

environmental aspects and impacts while
driving a vehicle

14
An HSE MS is Management

• Must have commitment of top management

• HSE MS is owned by facility manager
• Define approves policies, and objectives
• Must be consistent with other management
systems

15
An HSE MS is a System

• Requires creation of a formal structure

• Addresses management programs to
achieve the improvement objectives
• Operational control procedures to address
maintenance objectives
• Doesn’t specifically address compliance
components
16
POLICY & OBJECTIVE

Policy - Overall intentions and direction of

an organisation related to its HSE
performance as formally expressed by top
management.

Objective - Overall HSE goal, consistent

with the environmental policy, that an
organization sets itself to achieve.

17
Environment target &
Performance

Target - Detailed performance requirement,

applicable to the organisation or parts thereof,
that arises from the HSE objectives and that
needs to be set and met in order to achieve
those objectives.
Performance - Measurable results of an
organization's management of its HSE aspects

18
Benefits of an HSE MS
• Helps maintain compliance
• Reduce operating costs
• Integrate Environmental Health and
Safety programs into mission
• Increase employee involvement
• Reduce HSE Impacts / Risk of the
organization
19
What’s Missing?
• Structure
• Continual improvement
• Top level management commitment
• Management review or ownership
• Formal awareness of “system”
• Or is it something else?
