Classification of KPI Measurement
The quality of network performance is mainly evaluated by KPI
(Key Performance Index)
Performance Measurement KPI (discussed in this class
Most of KPIs are attained by this approach, such as RRC success
Rate, HO success rate, e.g. these KPIs are from eNodeB performance
statistic.
Drive Test KPI (discussed in Tuning class
Some KPIs should be attained by drive test, such as latency KPIs.
Measurement results are from driver test tools such as Probes and
Assistant.

RRC Setup Success Rate
RRC Setup Success Rate (service)
The RRC setup procedure is trigged by different reasons as identified by the
establishmentCause field in the RRCConnctionRequest message: emergency,
highPriorityAccess, mt-Access, mo-Signalling, mo-Data, delayTolerantAccess.

The UE sets the establishmentCause and received by eNodeB. Causes except mo-
Signalling are categorized as service related ones, and the cause of mo-Signalling is
categorized as signal related ones.

This KPI evaluates the RRC setup success rate with service related causes in a cell or

E-RAB Setup Success Rate Overview
According to protocol, the counters related to this KPI are
measured when the eNodeB receives an E-RAB Setup Request
message or an Initial Context Setup Request message from the
MME.

The E-RAB consists of both the E-RAB radio bearer and the
corresponding S1 bearer.

This KPI evaluates the success rate of the whole setup procedure for VoIP
service (QCI 1 service) in a cell or cluster, which mainly includes three phases :

This KPI provides the percentage of time that a cell is unavailable in
order to evaluate the degradation of the network performance caused
by the unavailable cells. It is calculated based on the time of all cell
unavailability in the radio network (cluster).

Description

The counters measure the duration of cell unavailability due to human


operations, system faults.

Measurement Points

The duration of cell unavailability is sampled every five seconds. If a cell is


unavailable, the corresponding counter is incremented by 5 at each sampling
point accordingly. At the end of a measurement period, the sum of these
sampling results is reported.

Measurement Points
During a measurement period, the average number of used PRBs occupied by all uplink

Radio Bearers
The radio bearers KPIs consist of ten sub-KPIs, one is for the total of
radio bearers and the other nine are for nine standard QCIs.

This set of KPIs can be used to evaluate the average DRBs in a cell or
a cluster.

The radio bearer for each QCI is based on the number of active RRC
connections for each QCI according to the QCI defined in the QoS
information.
