 Introduction

Network Control Mode 2 (NC2) indicates network-controlled cell reselection. In the NC2 mode and GPRS Mobility
Management (GMM) Ready state, the MS periodically sends packet measurement reports to the BSC. In the GMM
Ready state, the MS is attached to the GPRS network and an Mobility Management (MM) context is established
between the MS and the SGSN. The MS can not only receive paging messages and downlink signalling but also
transmit and receive packet data.

The BSC determines whether to perform cell reselection according to the packet measurement report from the MS and
the current load in the serving cell and in the neighbouring cell. If a cell reselection is required, the BSC sends the
Packet Cell Change Order message to instruct the MS to reselect the target cell. Compared with the autonomous cell
reselection of the MS, the network-controlled cell reselection comprehensively considers such factors as the received
signal level and load status in the serving cell and the neighbouring cell so that the MS can reselect a proper cell.

NC2 trail for the Khamees City was implemented in below two stages.

Stage 1: NC2 feature was enabled with all types of cell reselections(Better cell, Quality based, Load based)
Stage 2: Cell reselection strategy was changed from 2G preferred to 3G preferred.

As per 3G stats, cell reselection to 3G has decreased since the implementation of NC2 feature.

Increase in 2G data traffic is also suggesting that there is a delay in cell reselection to 3G as network
will ask MS to reselect to 3G only if it required cell reselection based on better cell, quality or load.

In normal scenario MS will always keep looking for 3G in all cases as QsearchP value is set to

Therefore its recommended to revert the trail, as its causing a delay in IRAT reselection
