ACTIONS TO

ADDRESS CLIMATE
CHANGE
Climate Change
a change in the statistical distribution of weather over periods of
time that range from decades to millions of years. It can be a
change in the average weather or a change in the distribution of
weather events around an average (for example, greater or fewer
extreme weather events). Climate change may be limited to a
specific region, or may occur across the whole Earth.
International Response to Address
Climate Change
The United Nations Framework
Convention on Climate Change
(UNFCC)
The Kyoto Protocol
The Bali Road Map
Local Actions
UNFCC Objective

To stabilize greenhouse gas

emissions at a level that would
prevent dangerous
anthropogenic interference with
the climate system
The Kyoto Protocol
The Protocol was developed to meet the
ultimate objective of the UNFCC through
the quantified emission targets. The overall
emission reduction target for annex I
parties as a group is 5.2% below the 1990
levels by the commitment period 2008
2012.
The Bali Road Map
Launch a comprehensive process to enable
to full, effective and sustained
implementation of the convention
through the long term cooperative action,
now, up to and beyond 2012.
Main building blocks:
Mitigation, Adaptation, Technology, Finance.
The Inter Agency Committee on
Climate Change (IACCC)
Created by virtue of Presidential A.O.
No. 220 on May 8, 1991.
To coordinate develop and monitor
implementation of various climate
change related activities.
The Presidential Task Force on
Climate Change

Presidential Adm. Order No. 171

signed by PGMA on February 20,
2007
Executive Order 774 Organizing
Task force on Climate Change
RA 9729
IPCC Fourth Assessment Report
Findings
Global average surface temperature increased by
.74oc (1960 - 2005) which is higher that the third
assessment report of .6oc (1901 - 2000).
There are projected increases for further warming
from 1.4oc to 5.8oc during the 21st century / leading
to an increase in sea level from 18 -59 cm by 2100.
The rise in temperature have been very likely cause
by human activity.
Warning of the Earths climate system is
UNEQUIVOCAL.
Effects of Climate Change
Responses to Climate Change
Work ways to stop it
Do something to live with it
Can be complementary, substitutable,
independent, or competitive of each
other
MITIGATION
Human intervention or action to
Reduce the sources
Enhance the sinks
Sources refers to any process, activity or
mechanism that releases green house gases.
Sink refers to any process, activity or mechanism
that remove a green house gas from the
atmosphere.
Mitigation Potential and Analytical
Approaches
The degree of GHG reduction that can be
achieved by a mitigation option with a given
cost per ton of carbon avoided over a given
period, compared with a baseline or reference
case.
The measure is usually expressed as million tons
carbon or CO2 equivalent emission avoided
compared with baseline emissions.
Available Key Mitigation
Technologies and Practices
Energy Supply
Improved supply and distribution efficiencies
Fuel switching from coal to gas
Nuclear power
Renewable energy
Combine heat and power
Reduction of fossil fuel subsidies
Taxes or carbon charges on fossil fuel
Transport Sector
More fuel efficient vehicles
Hybrid vehicles
Cleaner diesel vehicles
Biofuels
Shift to public mass transport systems
Non-motorized transport
Mandatory fuel economy
Biofuel blending
CO2 standards for road transport
Industry / Waste Sector
More efficient end use electrical
equipment
Heat and power recovery
Landfill methane recovery
Recycling and waste minimization
Composting of organic waste
Agriculture Sector

Improve crop and grazing management to

increase soil carbon storage.
Improve rice cultivation techniques.
Improve livestock and manure
management to reduce CH4 emissions.
Efficient use of fertilizers and irrigation.
Forestry Sector
Reforestation
Afforestation
Forest Management
Harvested wood products management
Land use regulation and enforcement
Adaptation to Climate Change
Adaptation refers to adjustment
made to reduce vulnerability or
enhance resilience.
Undertaken in response to observed or
expected changes in climate and
associated extreme events.
Why the need for Adaptation

Both people and ecosystems are

vulnerable to climate change.
The most vulnerable sectors are
the poor people.
Characteristics of Good Adaptation
Option
No adverse impacts on other groups.
Not inconsistent with other
development priorities.
Effective in reducing impacts.
Defined timeframe.
Options for Agriculture and Forestry

Alter the timing of planting dates to adapt

to changing growing conditions.
Alter cropping mix.
Breed new plant specie and crops that are
more tolerant to change climate conditions.
Promote fire suppression practices.
