PATROL
PATROL - Is simply the concept of a person travelling around a
defined jurisdiction observing the situation and maintaining the safety
of people and security and property.

- Is a team dispatched from a police unit purposely to maintain


peace & order & public safety in a designated place or beat.

- the essence of police function (Hale)

“ESSENCE OF POLICE FUNCTION”

 Patrol is the only form of police service which directly attempts


to eliminate the desire/opportunity of an individual to commit
misconduct.

 Patrol is the most basic in crime prevention, performed by


uniformed policemen who walk the streets and dark alleys;
always in contact with the public; always observant of people
and things.

 Visibility and omnipresence are their psychological tools to make


their presence felt, so as to give a feeling of security to law
abiding citizens but feeling of fear to those would-be criminals.

 The Patrol Officer becomes a generalist police officer in the field.


“THE BACKBONE OF ANY POLICE ORGANIZATION”
 It is the only unit in police organization that cannot be
eliminated. All other units in the police organization may, if
necessary, be eliminated.

 It is the largest segment of the police station. Majority of personnel


perform patrol duties.

 Patrol provides the eyes and ears of the police station because
of its direct contact with the public.

 Small police stations in some municipalities do not have


separate sections such as Traffic, Investigation or Juvenile. Tasks of
these sections could be performed by patrol personnel.

 Patrol is the only unit that performs continuous 24-hour


operations for crime prevention
PATROL OFFICER - Is an officer that occupies a position of unique
responsibility and importance. He is a visible symbol of safety and
protection.
 
PATROL FORCE - the backbone or nucleus of the police service.
Police Patrol Service is practically responsible for the performance of
all primary police tasks.

POLICE BEAT - is the territory and time that a police officer patrol’s.
 
Patrol Officer shall wear the
prescribed patrol uniform:

 GOA
 Low Cut black Shoes (wet look)
 Patrol shoes
 Police Ball Cap
 Black Belt with Holster
 Nameplate
 Authorized Raincoats in case of inclement
weather

OBJECTIVES OF THE PATROL
Primarily, Patrol has the following objectives:

1. Crime Prevention – constant and alert patrolling within the area


dissipated the opportunity of would-be criminal to do nefarious activities,
thereby lessening the crime occurrence as well as the time and efforts in
solving and filing cases in court.
 
2. Law Enforcement – This embraces also crime prevention and crime
control roles of the police. Aside from preventing crimes, when in the presence
of a police officer, a crime or infraction of ordinances had been committed, law
enforcement would take place by arresting the offender or citing violators of
ordinances.
3. Crime Suppression – it is the neutralization, control and finally
putting to an end the existing crimes or illegal activities in the area.

4. Crime Detection – discovery of new or hidden illegal activities


or crime that had been committed surreptitiously.

5. Order Maintenance or Peace Keeping – This is a patrol duty


which is not a criminal conduct activity. This is purely community
service. A policeman has to solve problem in the community with
social skills and diplomacy, rather than applying nightstick and gun
or the power of arrest. Like in domestic problems, victim-relative
wants the police to apply his tact only in settling disputes without
resorting to arrest.
Duties of Patrol Supervisors

a. In any operation, careful planning is a must in order to avoid waste of


time, effort and resources. Make a patrol plan with the following details:

(1) Area Coverage: safe haven, ambush areas and crime-prone areas;
(2) Organizational Detail of Personnel;
(3) Duration;
(4) Stand-by points; and
(5) Route plan.

b. Designate and select the members of the patrol team/s;

c. Inspect the members of the patrol for completeness of uniforms,


operational readiness and all government issued equipment (firearms,
mobile car, radio, etc.) to ensure that these are well-maintained and
properly used by the Patrol Officer;
d. Conduct briefing prior to dispatch by disseminating any orders, directives or
instructions from the Chief of Police or higher authorities and new policy or
guidelines
being implemented by the PNP Organization;

e. Remind the patrol team about the strict observance of the PNP Operational
Procedures;

f. Strictly observe “Buddy System” during the patrol operations;

g. Render hourly report of location and situation through radio/telephone/cellphone


to Police Community Precinct (PCP)/Station Headquarters Tactical Operation Center
(TOC);

h. Render after-patrol report duly signed by detailed personnel. PCP Commanders


shall collate and submit significant details to the Station Patrol Supervisor, who in
turn, will submit the same to the Provincial/District Patrol Supervisor; and

i. Conduct debriefing after the patrol to assess its conduct and make necessary
corrective measures on defects noted.
Duties and Responsibilities of Patrol Officers

 Attend the Roll Call Formation before his tour of Duty for briefing and
likewise attend the after Tour of Duty formation for debriefing.

 Patrolling assigned beats, observing and checking suspicious people,


structures/buildings, compounds and vehicles;

 Responding to calls, entertaining complaints, initiating the investigation


and protection of the scene and minimizing the after effects of accident,
fires and other catastrophes;

 Inquiring at public gatherings, preventing disorders and dispersing


unlawful assemblies;

 Preventing crimes and arresting wrongdoers sighted, assuring the public


that peace is preserved;
 Inspecting and/or conducting surveillance in various places of business
establishments and other installation and removal of hazards of public
safety;

 Assisting traffic personnel of responsible agencies/unit in facilitating the flow


of traffic at busy intersections/roads within AOR;

 Conducting home visitations, ugnayans/dialogue and organizing CVOs during


weekends; and

 Reporting occurrences and conditions which relate to crime, public peace


and order and public safety.

 Enforce city/municipal ordinances on liquor establishments and nightclub,


cabarets and all houses of ill-refutes; and

 Check suspicious vehicles (private, public, or commercial/delivery vehicles)


along the highway in the course of their patrol.
