Resource Management

BSS666: LECT 6
CONSTRUCTION RESOURCE MANAGEMENT

The (3) important resources at the construction site:

1. Materials

2. Labour

3. Plant

*Must be managed in an integrated manner

Objectives of Resource Management
Accurately determine the materials required
(quantity and quality)
- identify at the early project stage
- for procurement

The total number, types and skills of labourers

required:
- identify at the early project stage
- early appointment

The total number and types of plant:

- identify at the early project stage
- early appointment
How do you Manage Construction Resources in
an Integrated Manner?

Pre-Tender Programme

Master Programme

Short-Term programme
• Resource Management involves the
scheduling of activities and the resources
required by those activities while taking into
consideration both the resource availability and
the project time.
Resource Levelling
• The main objective is to smooth resources requirements by shifting
slack jobs beyond periods of peak requirements.

Resource Schedule
 Purpose - to match the resources of plant and
equipment, materials and labor with project work tasks
over time.

 Good scheduling:
- eliminate problems due to production bottlenecks
- facilitate the timely procurement

 Poor scheduling result in considerable waste:

- laborers and equipment wait for the availability of
needed resources or the completion of preceding
tasks.
- create havoc for owners who are eager to start using
the constructed facilities.

Materials Management Policy

Why the need for a policy?

How is this going to be effective and profitable
for a project?
How is this implemented?

There is no ‘standard’

Preparing the Materials Schedule

1. Work is broken down into the elements that inter-

related

2. Prepare a Format for the Materials Schedule

3. Determine the Materials Quantity from:
- Contract Documents / BQ / Quotations
- Drawings
- measurement On-Site (Valuation)

Materials Control
Materials as Specified for the Contract

Adequate quantity to complete the works

‘On call order’ – materials must arrive on site

on the time when it is needed on site

Materials are placed/stored on the site at the right location

Materials are transferred to the location on site before

work commences

design

Carelessness Error in Setting Out

Examples of Wastages from improper / unsystematic arrangement

Materials scattered all

over site without
consideration of the type
and proper storage
needed
Proper materials handling and storage (Example piles)

Arrange on a stable ground and in

layers (max. 2 layer)
Supported by ‘stacking piece’ at
‘lifting points’ (0.0 moment)
If without ‘packing piece’ must not
exceed 1 layer & only on stable
soild/ground
Proper materials handling and storage
Improper location and place for placing reinforcements

Sort reinforcements according to size

Allow passageway to collect reinforcements
Summary
Effective materials management will enable:
 the assessment and checking of the optimum usage of
materials during construction

 The control of quality of work

 The identification of the best way to transport materials

to and within the construction site

 The keeping and updating of records of materials
