• Counters for initial ERAB failure cause were provided, but 0
• It is recommended to verify if these counters are enabled

Admission Control
• For Admission Control parameters:
• Resource Reservation for Priviliged Access is disabled
• Allocation and Retention Priority (ARP) based pre-emption is
disabled
• Bandwidth for both DL and UL is 1 Gbps

Power Control
Power Control
• PZERONOMINALPUCCH is -117 for all cells
• This value could be increased as network has low level of interference
• Increasing it will increase UL throughput although -117 is a quite high value
22
Scheduler
23
Scheduler
• Scheduler parameters set to default values
• ICIC and DL Interference management features are enabled
• UL Advanced scheduler is enabled
• Minimum Rate Proportional Fair Scheduler is licensed, but not enabled as
selected algorithm is RESOURCE_FAIR (SCHEDULINGALGORITHM=0)
• Values 2, 3 and 4 (PROPORTIONAL_FAIR_HIGH,
PROPORTIONAL_FAIR_MEDIUM and PROPORTIONAL_FAIR_LOW)
should enable the feature and increase the throughput
• It is recommended to perform a trial to check which is best algorithm
for Geocell network

25
Latency
• Average Latency in the network
around 8ms, which is considered
good value
• But there are some cells with quite
high values, especially
CELL_GE_2016_1_L18 and
CELL_GE_0022_1_L18 with 18ms
and 10ms
• To improve latency, a change in
scheduler algorithm is
recommended (see scheduler
section)
• Further analysis on DRX feature is
also recommended to improve
latency
26
Mobility
27
Mobility
• Neighbour CMPM report developed considering HO counters and site
coordinates, showing results for unused neighbours and long distance
neighbours as well as other analysis
• Note there is high number of unused NBR that could be removed
• Most of them have low number of attempts and high failure rate
impacting on overall HO success rate
28
Mobility
• ANR created most of them, although ANR counters not provided and
not possible to perform further analysis
• CELLADDRSRPTHRESHOLDEUTRAN seems low (-1440) for some
cells
• CELLADDRSRQTHRESHOLDEUTRAN is low (-1920) for all cells
• Removal times are high for some cells (> 3 days)

Mobility
• CS Fallback enabled and 3G UARFCN 10712 has higher priority
• GSM layer has lowest priority
• Counters pmUeCtxtRelCsfbGsm and pmUeCtxtRelCsfbWcdma show
that just 0.25% of CSFB are to GSM
• Note counters to monitor CSFB performance were not provided:
• pmHoPrepAttCsfb
• pmHoPrepSuccCsfb
• They are recommended to be enabled in order to monitor CSFB
performance
30
Overshooters
Overshooters
• Cell CMPM report has been developed using counters and planning
parameters
• This report locates possible overshooters based on HO counters and
site locations
• Three cells considered to be overshooter
• It is recommended to review downtilts for them

RRC Re-establishment
33
RRC Re-establishment
• RRC Re-establishment success rate for the network is 44.56%
• Main cause for failures is HO: while having 14% of RRC re-
establishment attempts, no one is successful
• This shows the need of tune all HO issues in the network that were
pointed previously:
• Overshooter cells
• ANR parameter tuning
• Neighbour grooming
• If RRC re-establishment due to HO failure are reduced, RRC re-
establishment SR will improve
34
DL/UL Frequency Selective Scheduling
35
DL/UL Frequency Selective Scheduling
• Both DL and UL Frequency Selective Scheduling features licensed
• Note DLRESOURCEALLOCATIONSTRATEGY is disabled for 14
eNode Bs, some QCI, but enabled for any other
• Performance of DL Frequency Selective Scheduling can be monitored
with counters pmRadioUeRepCqiSubband0Sum to
pmRadioUeRepCqiSubband12Sum and

DL/UL Frequency Selective Scheduling
• UL Frequency Selective Scheduling is disabled as parameters
RESOURCEALLOCATIONSTRATEGY and
SRSALLOCATIONSTRATEGY are 0
• Average interference per PRB in the network is -11.1126dBm
• Per PRB, it’s observable that some PRBs have stronger interference
than others
• There are some PRB with
higher interference than
others
• It is recommended to
enable feature to reduce
interference impact and
improve UL throughput
37
DL/UL Frequency Selective Scheduling
• In UL interference, top 4 cells have quite high values
• Especially top 1, CELL_GE_2016_1_L18 which seems to have an
installation issue
• It is recommended to review installation for all these cells

Recommendations
39
Recommendations
• Re-plan intra and inter frequency measurements trigger thresholds for re-
selection
• Enable RRC failure cause counters and verify if ERAB failure cause
counters are enabled
• Apply THRESXLOW=14 for cells in BTS_GE_0022_L18
• Increase PZERONOMINALPUCCH in order to increase UL throughput
• Apply right value for CONFIGUREDOUTPUTPOWER for some cells
• Perform a trial with Minimum Rate Proportional Fair Scheduler algorithms
• Enable ANR counters
• Perform Neighbour grooming
• Tune ANR parameters
• Review downtilts for cells CELL_GE_1082_3_L18, CELL_GE_1133_1_L18
and CELL_GE_2016_3_L18
• Enable DL/UL Frequency Selective Scheduling feature to reduce
interference and improve UL throughput
• Review cells CELL_GE_2016_1_L18, CELL_GE_0217_1_L18,
CELL_GE_0240_1_L18 and CELL_GE_0217_2_L18 with UL interference
issues
40
Further Analysis
41
Further Analysis
• Random Access: counters not provided. It is recommended in Strategy
Analysis a RSI re-plan
• QCI parameters: parameter audit will be needed if Semi-Persistent
Scheduling (SPS) is applied
• Paging: enable TAU counters to monitor activity
• DRX: further analysis if latency needs to be improved
