Unit: Safety
Control of Substances Hazardous to Health

‘COSHH’ refers to the ‘Control of Substances Hazardous to Health’

Regulations

COSHH is designed to protect people against risks to health arising

from work-related exposures to hazardous substances. It requires
assessment and control of risks before any work is undertaken.
The basic requirement of COSHH is to assess the health risks from
work activities that involve substances hazardous to health so that
appropriate control measures can be identified and provided before
work begins.

For this purpose risk is the chance of harm occurring and is a function
of both hazard and exposure.
Control of Substances Hazardous to Health

At its simplest, a COSHH assessment seeks to answer four

questions:

• What adverse health effects could occur and at what

exposure levels? (the hazards)
• What is the likely exposure? (in specific work activities)
• What is the chance of harm? (the magnitude of the risk)
• What needs to be done? (to prevent or control the risk).

Effectively a CHEMICAL RISK ASSESMENT

What is a hazardous substance?

Corrosive Toxic

Harmful Very Toxic

Irritant

Any substance which is listed in Part 1 of the Approved Supply List as

dangerous for supply because it is very toxic, toxic, harmful, corrosive or irritant.
See Annex I of Directive 67/548/EEC database for classifications.
What is a hazardous substance?
• Any preparation (mixture) that is dangerous for
supply, as above. (Approved Supply List)
• Any substance which has a Workplace Exposure
Limit (WEL).
• Any biological agents used at work.
• Any dust other than one with a WEL at a
concentration in air above 10 mg/m3 averaged
over 8 hours.
• Any other substance that creates a risk to health
because of its properties and the way it is used
or is present in the workplace.

Globally Harmonised System

International symbols replaced the European symbols in 2009.
The COSHH Regulations define good
control practice in schedule 2a as follows:

1. Design and operate processes and activities to minimise emission, release

and spread of substances hazardous to health.
2. Take into account all relevant routes of exposure – inhalation, skin
absorption and ingestion – when developing control measures.
3. Control exposure by measures that are proportionate to the health risk.
4. Choose the most effective and reliable control options which minimise the
escape and spread of substances hazardous to health.
5. Where adequate control of exposure cannot be achieved by other means,
provide, in combination with other control measures, suitable personal
protective equipment.
6. Check and review regularly all elements of control measures for their
continuing effectiveness.
7. Inform and train all employees on the hazards and risks from the
substances they work with and the use of control measures developed to
minimise the risks.
8. Ensure that the introduction of control measures does not increase the
overall risk to health and safety.

Registration, Evaluation, Authorisation and
restriction of Chemicals (REACH)

• Replaces CHIP
• Manufacturers, importers, downstream
users and distributors supplying
substances or mixtures meeting the criteria
for classification as dangerous have
previously, under the Chemicals (Hazard
Information and Packaging for Supply)
Regulations (CHIP) 2002, been required to
compile and supply a SDS at the first
delivery of a substance or mixture.
Registration, Evaluation, Authorisation and
restriction of Chemicals (REACH)

• You need to provide a SDS if:

1. You supply a substance or a mixture (see definitions section below)
that is either:
(a) classified as dangerous under Dangerous Substances Directive
67/548/EEC or Dangerous Preparations Directive,1999/45/EC; or

(b) persistent, bioaccumulative and toxic (PBT), or very persistent and

very bioaccumulative (vPvB) as defined in Annex XIII of REACH; or

(c) included in the European Chemicals Agency’s 'Candidate List' of

substances of very high concern (SVHC see ‘definitions section
below) for reasons other than (a) and (b) given here.
Registration, Evaluation, Authorisation and
restriction of Chemicals (REACH)

2. You are a supplier and your customer requests a SDS for a mixture
that is not classified as dangerous under Directive 1999/45/EC, but
contains either:
(a) a substance posing human health or environmental hazards in an
individual concentration of ≥ 1 % by weight for non-gaseous mixtures
or ≥ 0.2 % by volume for gaseous mixtures; or
(b) a substance that is persistent, bioaccumulative and toxic, or very
persistent and very bioaccumulative as defined in Annex XIII of
REACH in an individual concentration of ≥ 0.1 % by weight for non-
gaseous mixtures; or
(c) a substance on the 'Candidate List' of substances of very high
concern (for reasons other than those listed above), in an individual
concentration of ≥ 0.1 % by weight for non-gaseous mixtures; or
(d) a substance for which there are Europe-wide workplace exposure
limits, e.g. a substance that has indicative occupational exposure limit
value (IOELV).
