MSEDCL Compliance :

MSEDCL is implementing, SCADA /DMS under RAPDRP in 8 towns.


The system is operational in Amaravati, Solapur, Malegaon, Kolhapur and Sangali Cities.
 In other Three Cities ( Greater Mumbai , Pune and Nashik ) the work is in final stage. It will
be completed by Oct 2017.
 The monitoring of power supply and outages is done by MSEDCL using Automated Meter
Reading (AMR) and data sent by Meter Data Acquisition (MDAS)
MSEDCL is using “Mobile App” effectively . Consumer gets automated SMS for the estimated
outage period ; Consumer gets SMS for the estimated service restoration period.
Concerned MSEDCL staff also gets SMS

MSEDCL Compliance :

Zone wise and Circle wise Reliability Indices (SAIFI/SAIDI/CAIDI) are being regularly
uploaded on MSEDCL official website and available in public domain.

283. Ensure that total outage cap is fixed by regulator for a quarter/year and the
Discoms compensates customers for outages that go over the fixed cap
automatically

MSEDCL Difficulty:

MSEDCL has implemented MERC (SoP) Regulations 2014 to compensate consumers for
outages that go over the cap fixed by MERC. As per the regulations, consumers need to seek
compensation. Once the consumers seek compensation, process of awarding compensation will
be automated.

MSEDCL Compliance :

MSEDCL is already accepting only two documents as mentioned. Commercial

MSEDCL Compliance :

Third parties (Electrical Licensed contractors) are doing inspection of internal


installations. The Circular to such effect is already put up on MSEDCL web site.

(KVA/KW) required for obtaining electricity connection in all industrial areas of

MSEDCL Compliance :

MSEDCL is recovering cost from new consumers based on ‘fixed cost estimate’ only.
Circular for estimate cost to be recovered from new consumers based on schedule of
charges (CE/Dist-III/SOC/24500 Dt 30.08.2012) is issued and is available on website.

288. Implement a system that allows submission of online application, online


payment and tracking of status without the need for a physical touch point for
document submission for new electricity connection and mandate that all
applications are submitted online

MSEDCL Compliance :

MSEDCL is providing facility of online application and online payment to the


consumers. Consumer can also view the status of his application online. MSEDCL has
also issued Commercial Circular No 245 Dated 05.08.2015 regarding this issue.

Commercial Circular No 286 dated 27/04/2017 to provide power supply within seven

Time for obtaining electricity connection has reduced from 30 days to 15 days

Cost of obtaining a new electricity connection for overhead connection for


motive power above 107HP but up to 201HP or other loads above 80KW but up to
150kw is Rs 13000. Application fee is for HT Supply up to 33KV is Rs 1700. Total cost
involves is Rs 14700. For Underground cable is Rs 61,000 Plus application
processing charge Rs 100. Total charges is Rs 62,000 as per Schedule of charges

 SAIDI improved from 171.63 to 137.95 and CAIDI 94.15 minutes to 55.49
minutes

Refund of Security Deposit– EASE OF DOING BUISNESS

 As per MERC Electricity Supply code

11.8 The Distribution Licensee may apply any security so deposited, towards
satisfaction of any amount which is due or owing from the consumer.
 11.9 Upon termination of supply, the Distribution Licensee shall, after recovery of
all amounts due, refund the remainder amount held by the Distribution Licensee to
the person who deposited the security, with intimation to the consumer, if different
