INTRODUCTION
 The Nodal evaluation Centres have been
fixed in accordance with the rule position 58
of CBSE Examination-Bye-Laws.

 All the Nodal Evaluation Centres have been


created in the Schools affiliated to this Board
only in compliance of the rule position 32(iii)
of the Board’s Exam-Bye-Laws and rule 13(3)
of the Board’s Affiliation Bye Laws.
INTRODUCTION
 Although the Principals/Vice-Principals/Sr. most
PGTs are given the responsibilities of Head
Examinership and TGTs, PGTs, PET having
minimum 3(three) years of experience as
Examiners yet as committed to student
community for fairness in Examination system,
it becomes imperative for close monitoring of
Nodal Evaluation Centres and assisting in
smooth conduct in evaluation process. From
2017 examination, the Board is deputing its
officials for the same.
BACKGROUND
 The reports in connection with Post Examination activities submitted
by the AB-Cell & Confidential Section of Regional Office, CBSE,
Guwahati reads that 345 nos. of Result Change cases had been found
during the post result activities of Board examination, 2017. Total
cases received for rechecking was 3258 . Downward revison cases
were 7, changes upto 5 marks were 293, changes upto 25 marks were
43 and changes of more than 25 marks were 02. Total change cases
accounted to be around 11%. Most of the result revisions cases are of
humane errors. Since we are concerned with the future of the
Student community and committed for fairness in Examination
system such quantity of error, that also only due to human
negligence, is really alarming not only for the Board but for you all
who associated with our Examination system. We have already
intimated in writing to all such individual with an expectation of more
vigilance during the discharge of CBSE assigned duties.
BACKGROUND
 On analyzing the mistakes/result revision cases it is found that most of
mistake could have been avoided if we would be more vigilant during
the process of evaluation of answer scripts. As we all know that
evaluation of answer scripts is a multi tasking process with different
work layers. Unless we all and in all layers be more vigil, number of
mistakes cannot be reduced and that would be having negative impact
on student community carrying wrong messages to the society.

 Here, one most important notice to all the Head of the School
Authority that some of the schools do not upload the data bank of all
regular teachers of their school which create artificial shortage of
manpower during examination & evaluation process. Please note that
it is mandatory to upload bio-data of all regular teachers of school.
 Also some of the schools aren’t releaving the teachers on full day
basis. This is hampering the timely completion of the process.

 Portal has been developed to facilitate nodal centers to submit theory marks
online..Last year, theory marks (more than 1 cr) uploaded directly from the
nodal centers.

 This year question -wise marks will be uploaded.

 Once the marks are uploaded, nodal centers will generate award lists and will
send duly signed. Award lists duly signed by the Head Examiners , Assistant
Head Examiner(Coordination) and Coordinators
Benefits:
 Validation checks on uploaded data in real time mode.
 No invalid or malicious data allowed through the system to ensure data integrity.
 Due to immediate upload of data, a lot of time saved during data
compilation and result processing.
 Post-examination process becomes hassle free as well as secure for both
the evaluation centers and CBSE.
Functionaries involved in
Evaluation
CHIEF NODAL SUPERVISOR: Evaluation

• Chief Nodal Supervisor will be appointed by the Regional Officer.

• The person appointed as Chief Nodal Supervisor shall not be


less than a Principal of an affiliated school.

• In the subjects having large no. of Head Examiners, the


evaluation work at the Nodal Evaluation Centres would be done
under the supervision of the Chief Nodal Supervisors.

• Chief Nodal Supervisor shall arrange for receiving of the sealed


packets of Answer Books & Confidential Materials meant for his
evaluation centre on behalf of HE, if HE is not available. In turn
the materials so received shall be handed over to the concerned
HE on his reporting.

INSTRUCTIONS FOR CHIEF NODAL SUPERVISOR

• CNS will arrange for the meeting of the Head Examiners,


Additional Head Examiners, Examiners and Coordinators
under his/ her supervision.
• He/ She will provide logistic and administrative support to the
Head Examiners.
• CNS shall invariably send daily completion report of the
evaluation to the RO through email at roguwahati.cbse@nic.in
• Shall make arrangement of examiners to HE locally in case
of examiners not turn up for evaluation from the list of
deployment.
• CNS shall engage teachers (preferably having Science
background & Computer literate) of his school to act
Coordinators in the evaluation centres under his disposal.

Structure of Contingent:
• The contingent will be headed by one Head Examiner.

• With him/her, there shall be 4 Assistant Head Examiners(AHEs):-


3 AHE-Evaluation and 01 AHE Coordination .

• Each Assistant Head Examiner –Evaluation will have 2


subgroups of 4 Evaluators/Examiners under him/her.

• The Assistant Head Examiner - Coordination will have 2


Coordinators under Him/Her.

• Coordinators will preferably be the subject teachers. If unavailable,


computer-savvy teachers of other subjects may be deputed for
coordination work.

Head Examiners
• A Head Examiner appointed by the Board is the key
functionary of the system.

• Head Examiner will work under the supervision of Chief


Nodal Supervisor who shall be the overall in-charge of a
Spot Evaluation Centre.

• Head Examiner will ensure punctuality of Assistant


Head Examiners, Evaluators, Coordinators, over-all
discipline at the evaluation centre and 8 hrs
duration of evaluation ( beginning 8:AM preferably)
Head Examiner will :
 receive sealed bags of answer books and other material.

 verifying that the seals are intact and no tampering has


been made.

 If any discrepancy or irregularity, report the matter to the

 Maintain certain proforma/registers and records to


monitor the issue and receipt of answer books

 Maintain the register as per proforma for all activities


related to the quality of evaluation, variances, errors etc
at the centre and submit the same to the Regional
Officer after the evaluation is over.
 Only one bag of answer scripts may be opened
for evaluation at a time by Head Examiner.

 In case of opening of more than one bag at


the same time, due to unavoidable
circumstances, it may be ensured that answer
scripts are not mixed and are packed carefully
after evaluation in the respective bags.

Process of Evaluation: 2018
• For the actual evaluation, Head Examiner will:

 from a one group of 4 evaluators, discreetly decide


set -wise creation of SUBGROUP.

 Create 2 SUBGROUPS ( 2 Evaluators in 1 subgroup)


reporting to 1 Assistant Head Examiner (Evaluation) for
the entire evaluation process.

 give one set of Question Paper and respective answer-


scripts to one group.
Responsibilities of the Head Examiner

• Head Examiner will:

 appoint 1 AHE(Coordination) and 3 AHE(Evaluation) from


amongst the list of Evaluators provided by the RO in such a
way that different components of subjects / QP sets are taken
care of for better accuracy in evaluation. On the basis of the
discussion on the 1st day and the mock evaluation, HE should
select the AHE (Evaluation) and AHE (Coord).

 appoint one clerk and one MTS staff in consultation with the
CNS.

• Head Examiner will:

 conduct meeting in the 1st half of the 1st day of Evaluation . In


this Meeting, the HE,AHEs and all will discuss the QP item by
item vis a vis Marking scheme and understand the nuances in
all its fineness. Discuss QP, Marking scheme, duties and
responsibility of AHE (Cord), AHE (Evalu), Evaluators and
Coordinators in the 1st half of the 1st Day.

 Discuss action plan for the 10 days evaluation process.

• Head Examiner will:


 undertake in the 2nd half same day, a mock evaluation by
distributing a photocopied Script (of one of the Ans.
Script set wise with maximum contents).

 After mock evaluation, discuss the variances observed


for narrowing down the subjectivity.

 Brief all AHEs ,Evaluators and Coordinators

 Note Individual mistakes and inform to the evaluators


concerned for ensuring greater accuracy.

• Head Examiner will:

 create a SUBGROUP (of 2 Evaluators each) reporting to


1 AHE (Evaluation) for the entire evaluation process.

 There will be 8 Evaluators (4 SUBGROUP) / or 12


Evaluators (6 SUBGROUP) engaged by the HE. A set of
2 SUBGROUP will carry out evaluation under 1 AHE
(Evaluation).

• Head Examiner :

 Shall appoint substitute eligible Evaluators, if required, in


consultation with the CNS.

 Shall receive and carry out Board’s instructions issued


from time to time.

 Shall maintain records, registers for entire evaluation,


daily attendance, receipt and issue of answer books
evaluator wise, AHE wise, Subgroup-wise.

Head Examiner:
 Shall be the custodian of Ans. Books sent by the Board
for Evaluation.

 Shall receive bags sent by RO in sealed bags (sent in


200 Nos. in centurial order with relevant papers).

 Shall segregate Ans. books received erroneously, if any,


of the CWSN categories under the RPWD Act 2016 and
send it back to the RO without evaluation.

• Head Examiner:

 Shall accomplish evaluation of 25 to 30 Ans. Scripts per evaluator


per day without compromising on quality of evaluation.

 Duly signed records shall be made available to the RO after


evaluation.

 Shall ensure day-to-day upload of Marks on the online Link through


AHE (Coordination) giving him/her TWO COORDINATORS in
consultation with the CNS (or from the list of evaluators provided by
RO) as well as the mock evaluation outcome.

• Head Examiner:

 Shall countersign the final print along with the AHE


(Cord) and the two Coordinators after cross verifying the
marks uploaded with the answer scripts without fail and
send the so signed print of the award list to the RO.

 Shall submit to RO duly verified claims along with the


Register and records for onward payment to various
people engaged in the evaluation process as per norms.

Head Examiner:
 Shall consolidate all claims relating to evaluation such as
conveyance, refreshment charges, remuneration and other
charges as per norms of the Board. Bills to be invariably
submitted to the office alongwith unspent amount within 15
(fifteen) days of completion of work to avoid any penal
interest.
 Shall report cases of Unfair means, Ans. Books without Roll
No., or with duplicate roll number.
 Shall follow all instructions as given in the Spot Evaluation
Guidelines.

• Head Examiner:

 Shall maintain all proformea as defined in the guidelines


including daily attendance, daily performance of the Evaluator.

 In all reports sent to RO in such cases, the Bag number must


be mentioned by the HE.

 Shall report to RO in case any page(s) of Ans. Book or


supplementary ans book is missing/torn with details of HE,
AHE, Evaluator. Cases of answer books left blank be
reported, if any.

• Head Examiner:

 Shall prepare the manual award list with sub code, QP


set, for those roll umber not available in the online link.

 Shall do 10% random re-evaluation

 Will ensure punctuality, over all discipline and 8 hrs


duration of evaluation ( beginning 8:AM preferably)

 In exigency the HE may extend the working hours in


consultation with the CNS.

AHE Evaluation :Functionary
responsible for
evaluation of Answer Scripts on day to day basis

• Shall be appointed by the HE from amongst the list of


Evaluators provided by the RO based on seniority,
experience and ability as per discretion of the HE based
on 1st day interaction / during mock evaluation.

• For composite subjects, AHE from different subject


expertise background shall be taken to ensure that all
components of the QP are attended with fairness by
competent people.

• Shall assist HE in the discharge of duties and shall


ensure highest accuracy.

• Shall be appointed for every 4 Evaluators i.e. TWO


SUBGROUPS with each SUBGROUP comprising of TWO
Evaluators.

• Shall actively participate in the 1st day of Evaluation and


discusses action plan for the 10 days evaluation process.

• Shall discuss QP & Marking scheme.

• Shall participate and undertake in the 2nd half same day mock
evaluation.

• After the meeting and 1st day Mock evaluation, AHE shall
maintain the standard of evaluation.

• Evaluators not doing evaluation as per Marking Scheme


shall be guided by him/her and may warn through HE
that the evaluators may be restricted for fresh issue of
Scripts for evaluation.

• AHE shall remain present throughout the evaluation


period and shall check the scripts of its SUBGROUP and
put signatures for having checked the ans. Scripts.

• AHE shall maintain proper records of scripts.

• AHE shall receive sufficient copies of marking scheme,


QP and ensure that evaluators get adequate copies for
checking.

• AHE shall help HE in creating and maintaining necessary


record, proformae, registers etc. especially the daily
output of the evaluators, receipts and issues of the Ans.
Scripts evaluator and subgroup wise.

• AHE shall verify records of attendance.

• Shall report unfair means cases, Ans.books without roll


numbers, or with duplicate roll number or missing and /
or torn pages to the HE.

• Shall prepare manual award list.

• Shall supervise the working of the SUBGROUP (a pair of


evaluators) and confirm by checking 10% evaluated
copies of each evaluator to ascertain adherence of
Marking Scheme.

• Shall also do 100% rechecking (of unassessed portion, if


any). Shall check if any portion, segment, part in the Ans.
Script remained unevaluated and report such thing to the
SUBGROUP for needful.

• Shall check duplicate answers, value points, under


marking, over marking etc. to ensure consistency and
objectivity in the evaluation by the evaluators.

• To ensure and cross the blank pages in the ans. scripts.

• Shall take adequate care for the uploading marks by the


AHE (Cord.)

• Shall be paid honorarium / remuneration, conveyance,


refreshments by the HE as per norms.

• AHE shall use purple ink thick pen for evaluation.

Evaluators: Joint Functionary (paired evaluators)
responsible for evaluation of Ans. Scripts on day to day
basis
• Evaluators will be appointed by the HE from amongst the list
of Evaluators provided by the RO and assign them an AHE
(Evaluation) earmarking them for set wise QP.

• SUBGROUP shall consist of TWO Evaluators who would take


up the evaluation of the same script handling half of the
responses in the answer scripts by each Evaluator.

• The 1st Evaluator would count the number of pages


attempted by the examinee in the answer scripts and then
proceed to evaluate the script for initial half and after
checking would pass it to the next Evaluator for the
evaluation of rest half.

Evaluators: Joint Functionary (paired evaluators) responsible for
evaluation of Ans. Scripts on day to day basis

• In case any question is continued, the first evaluator


would complete the evaluation for that question.

• Shall attend the 1st day meeting and Mock evaluation


without fail and adhere to the directions given by the
HE/AHE and the Board’s direction from time to time.

• Shall evaluate the scripts as issued and directed by the


HE/AHE.

• Shall prepare himself/herself mentally and academically


specialize set wise to ensure judicious evaluation.

• On 2nd day shall be issued 10 Ans. books which he/she


shall evaluate very carefully after getting fully acquainted
with the parts, sub parts of the QP.

• Shall allot marks to each answer i.e. subpart, part or full


question, carry out the marks in the cages of the
particular question and complete all required entries on
title page of the Answer book.

• Marks to each sub part or part of question shall be


allotted at the end of such specific subpart/part on the
right hand side without a circle.

• The total of all such sub parts/ parts should be shown to


the left hand side, very near to the margin of the page
and ENCIRCLED, and carried over to the title page.

• Shall draw a vertical line for all blank pages.

• Evaluators working in the SUBGROUP shall be


extremely careful in marking of the assigned portion and
correct reflection at the title page.

• Shall mention ZERO if the part/sub part or the full


response given by the examinee does not deserve any
mark as per Marking Scheme. Zero must be posted on
the title page also.

• In case question not attempted DASH MARK


‘…………….” Be indicated against that question in the
title page.

• Shall put his/her signature with name in Capital letters on


the title page of the script and shall also quote their
Examiner Number on the title page.

• In case any candidate writes wrong numbering of the


question / sub part / part, the Evaluator shall correct the
number to avoid any confusion for the Coordinators.

• Shall report at the specified venue at the specified time


and undertake evaluation duration of normally 8 hours
each day and evaluate 25 to 30 scripts per day.

• Shall report the cases of Ans books without Roll Nos,


Duplicate Roll No after marking them A and B. Such case
be reported to the HE for direction.

• Shall return the answer books to the AHE/HE and put


his/her signature before leaving the Evaluation centre.

• Shall furnish all report and fill up proformae as desired


by the AHE/HE as per direction of the Board.

• Care shall be taken to take into account the attempts


made by the examinee for any part of the question
solved / done at some other place / page in the script.

• The SUBGROUP will work set wise and gain expertise in


the same set for greater accuracy.

• Evaluators shall adhere to the marking scheme and


attend to the corresponding components of the answer
scripts in composite subjects like Science and Social
Science.

• SUBGROUP shall ensure day’s output of 25 to 30 scripts


per evaluator. The SUBGROP output would be 50 to 60
scripts per day.

• AHE shall keep a track of 1st portion, 2nd half portion


Evaluator wise.

• The 1st Evaluator would sign at the bottom of the page of


his/her portion.

• Similarly, the 2nd Evaluator will also sign in his/her last


page. The Evaluators shall use RED INK for marking.

• SUBGROUP shall report missing page, torn page, blank page in the main
answer books or in the supplementary answer book immediately to the
AHE/HE and record in their register.

• Similarly cases of UFM cases shall be reported to the AHE and HE both.

• SUBGROUP shall remain present to the venue strictly as per the direction and
schedule fixed by the HE / CNS.

• Non reporting or non compliance shall invite action both against the
individuals as well as schools.

• Shall be paid by the HE as per admissible norms after completion of the


Evaluation work.
• Important Information for examiners given for 2017 exam may be reiterated as
per the next slide. Point 4 depicts all the probable errors can be committed by
an Examiner.

EXAMINERS.

Local Conveyance shall be reimbursed to Local Examiners.


For Out Side Examiners, TA/DA shall be admissible as per the
Rule of the Board.
AHE Coordination: Functionary responsible for marks

upload on day to day basis


• Shall be appointed by the HE from amongst the list of
Evaluators provided by the RO.

• Shall coordinate with all the AHE (Evaluation) and


ensure day to day uninterrupted uploading of marks
awarded by the Evaluators and duly cross checked by
the AHEs for their respective SUBGROUP.

• Shall bring into the notice of AHE and HE for the


discrepancy noted if any.

• Shall be assisted by the TWO Coordinators who will be


provided by the HE in consultation with the CNS either
from the list of the Evaluators or from the school of the
CNS.

• Shall upload the marks very carefully, take print of the


award list and cross check with the HE before final
submission to the online link.

• Print the award list shall be signed by the Coordinators,


AHE(Cord.) and the HE as certificate for having checked
the scripts before uploading the marks.

• AHE (Cord) shall be responsible for the correct totalling


and upload of the marks.

• Shall be paid at par with the AHE (Evaluation).

• Shall be appointed by the HE from amongst the list of


Evaluators provided by the RO or in consultation with the
CNS.

• The Coordinators shall preferably from Science


background and Computer literate since totaling of
marks & uploading are to be done on the Link provided
by the CBSE.

• Shall indicate FM(full marks) against Roll No getting 100


marks.

• Shall record details of HE No, AHE No, Coordinator

• They will assist HE to get it packed in their presence and


in the presence of the AHE (Cord) and send the same to
RO after completion of the entire evaluation work.

• Coordinators shall work in close association and direction with the


AHE(Cord) and coordinate with the AHE (Evaluations) and
SUBGROUPS for simultaneous day to day uploading of marks
awarded by the Evaluators and duly cross checked by the AHEs for
their respective SUBGROUP.

• Shall attend the 1st day’s meeting and mock evaluation.

• The work of posting of marks shall commence from the next day i.e
2nd day of the evaluation.

• Shall ensure intactness of the script.

• Shall confirm that every question, sub part and part have been
evaluated and the marks have been awarded according to the fixed
marks.

• Case of over marking than the fixed value points shall be taken out
for correction.

• Shall bring into the notice of AHE and HE for the discrepancy noted
if any.

• Shall check and confirm the total of sub parts. Shall also check the
sub totals and grand total on the title cover of the script.

• Shall check whether the evaluator has drawn a line


where the candidate had finished his last attempted part
or question in the answer book.

• Shall check and confirm that every blank


space/portion/page has been crossed out.

• Shall ensure the signature of the SUBGROUP

• Shall be paid as per norms of the Board by the HE after


completion of the work.

• Shall use BLACK INK for the purpose of coordination.

award list and cross check with the HE before final
submission to the online link.

• Print the award list shall be signed by the Coordinators,


AHE(Cord.) and the HE as certificate for having checked
the scripts before uploading the marks.

• Both Coordinators shall be responsible for the correct


upload of the marks and shall sign the Award list jointly
without fail.

• Shall complete the days work same day.

• QP set shall be carefully mentioned in the online link.

• The entire uploading of the day’s work shall be cross

before FINAL SUBMISSION. Marks once submitted
cannot be edited/ changed.

• All school Heads MUST ensure that:
1. All teacher appointed as Examiners by CBSE are relieved for
evaluation duty for the entire period of Evaluation.
2. The teachers appointed as Examiners by CBSE are NOT called
for school work during the evaluation.
3. Teachers are deputed for the evaluation work in the ratio of
80:1( 80 candidates from a school : 1 teacher of the relevant
subject ).
4. Rescheduling of the school activities to facilitate
uninterrupted evaluation work of the Board Examination
2018.

• How can we ensure the attendance of evaluators?
Ans. The Board has sent circular No. CBSE/AFF./Adv-2017
dated 18.12.2017 to schools to relieve the teachers appointed
for evaluation duty. All such teachers are to be compulsorily
relieved for the entire duration of the evaluation work.

Q. Who will sanction the leave of the examiners, in case of


emergency?
Ans. All kinds of leaves for the teachers involved in evaluation will be
sanctioned by CNS/ CS( where applicable) on the recommendation
of HE. A copy will be endorsed to the Principal of the school of the
examiner/ coordinator concerned.

Q. How many copies are to be evaluated in a day?
Ans. Ensuring quality in evaluation, 25-30 copies can be checked
in a day.
Q. What is normal duration of entire evaluation process?
Ans. 12 days including coordination

Q. What is the daily duration of evaluation?


Ans. Normally 8 hours a day. However, in exigency the duration
of evaluation can be extended by the HE in consultation with
the concerned CNS.
