New Health Index Analyses – May 2013

Overview

• Bin level analysis indicating health of area (polygon) based on


criteria below and weighted by traffic.

• Health Index value is a combination of the metrics above with


the appropriate weighting, measured only on bins with traffic
within the 95% distribution for the specific polygon
• Scoring is done on polygon level, regional/city level, and
country level.

AMX Weekly Report Settings

Analysis meta data:


– Monday-Friday every week
– 6am to 11pm
Scoring:
– Polygon scores (good, average, bad)
– Regional scores on counts of polygon scores (count of
how many good, how many bad, how many average.
Region is then scored on % of polygons in each).
– Country level scores on counts of regional scores
(same as region, count of cities/regions scores within
country)

• Scoring on polygon basis:
– CDF of Health Index Scores per bin “Cat” Value Score
created.
0 - 4 | (HI < 50) BAD
– Value for score is taken at 65% CDF
point. 5 - 6 | (HI 50-70) AVERAGE
– For the table: Cat = Category where 0-9
equate to columns from table: “HI(0- 7 – 9 | (HI >70) GOOD
10)”=0, “HI(10-20)”=1, etc, for the range
where 65% value falls.

Algorithm

High Level algorithm steps are listed below. This is all run in code within
GEO, only results are shown in maps and tables described in rest of this
document.
• Step 1: run data for all required inputs
– For each carrier:
– RSCP, EcIo, Pilot Pollution
• Step 2: run traffic maps
– determine 95% value and skip evaluation of bins with traffic not in 95%
• Step 3: find ‘worst’ carrier per bin:
– 3a) if multiple carriers, compare amount information available per bin for each carrier:
– 3b) if amount of carrier information is the same for both, choose one with worst EcIo
– 3c) if one carrier has more information than other, choose one with more information
Why? Some markets have partial 2nd, 3rd, 4th carrier rollouts. The partial
layers should not be considered for those bins where there is not the full
layer footprint. If edge areas are considered, the EcIo, RSCP can be
drastically worse as that area is not really ‘covered’ by that layer.

Algorithm

• Step 4: from worst carrier evaluate: Pilots for PP
– RSCP (20% of score) against target & minimum 1 100
values (formula), get value
– EcIo (40% of score) against target & minimum value 2 100
(formula), get value 3 100
– Pilot Pollution (40% of score) against table of 4 50
values, determine value.
• Step 5: provide value for bin 5 0
• Step 6: for tables, increment count for that 6 -25
value range (column) 7 -50
Note for map: if any bin is missing an element 8 -75
(RSCP, EcIo, or Pilots) for the map this is scored 9 (or >) -100
at “-500”. This bin is not used for any table/
histogram. “-500” score is provided to show on
map that no data exists for one of the elements.
