• Chronic Offender Cells:


– Cells with poor performance consistently for long period of
time
– Cells that need fundamental changes to improve
performance, and improve capacity handling for growth
• From GEO – get picture of cell performance
• Insight into solutions:

Ratio: BS/Footprint

• What does this tell us?


– Efficiency
– Boomer or well contained
cell
– Interference area vs serving area

• Ratio is Best Server Area/Footprint area


– Small number = BAD (small best server area vs footprint
area)
– Large number = GOOD (well contained cell)

EcIo Measurements

• Using threshold of >=-12dB (defined in Parameters), a score is created per


cell for % of area where cell has bins >=-12db.
• Analysis done for “Footprint Area” and “Best Server Area”.
• Indicator of quality experience within the cell.
– Small number = BAD – most calls have bad quality
– Big number = GOOD – most calls have good quality

RSCP Measurements

• Using threshold of >=-100dBm (defined in Parameters), a score is created


per cell for % of area where cell has bins >=-100dbm.
• Analysis done for “Footprint Area” and “Best Server Area”.
• Indicator of quality experience within the cell.
– Small number = BAD
– Big number = GOOD

Pilot Pollution

• Where cell is best server


– Pilot Pollution for cells within 5dB of best server
– Percentage of bins where there are more than 4 pilots
• Indicator of interference in the cell serving area
– Small number = GOOD – few bins have pollution
– Big number = BAD – many bins have pollution
