WHAT IS MAHARASHTRA SAMRUDDHI
MAHAMARG PROJECT?
• THE MAHARASHTRA SAMRUDDHI MAHAMARG IS AN INFRASTRUCTURE PROJECT THAT WILL BUILD A
FAST- TRACK EXPRESSWAY CONNECTING MUMBAI- THE STATE CAPITAL AND FINANCIAL CAPITAL OF
THE COUNTRY WITH NAGPUR - THE STATE'S WINTER CAPITAL.
• THE PROJECT ALSO PROPOSES TO DEVELOP 20+ KRUSHI SAMRUDDHI KENDRA (NEW TOWNS)
ALONG THE MAHAMARG.
• THE PROJECT HAS TWO BASIC COMPONENTS:
1. A SUPER COMMUNICATION EXPRESSWAY CONNECTING NAGPUR TO MUMBAI AND THE
HINTERLAND OF MAHARASHTRA WITH THE PORT IN MUMBAI AND THE MULTI-MODAL CARGO HUB
IN NAGPUR.
2. KRUSHI SAMRUDDHI KENDRA (NEW TOWNS), COMPRISING AGRO - BASED INDUSTRIES,
COMMERCIAL HUBS AND RESIDENTIAL AREA WITH ALL BASIC AMENITIES PROPOSED TO BE
DEVELOPED AT THE INTERSECTION OF THE EXPRESSWAY AND NATIONAL OR STATE HIGHWAYS.
DEVELOPMENT
• THE PROJECT WAS APPROVED ON 23 DEC 1999,TO BE BUILT IN TWO PHASES. MAJOR
DEVELOPMENT STARTED IN LATE 2002. IN PHASE I, A FOUR LANE ROAD WAS CONSTRUCTED.
IN PHASE II, THIS ROAD IS BEING EXPANDED TO A SIX-LANE HIGHWAY WITH MULTIPLE
SERVICE ROADS, TUNNELS, AND FLYOVERS. IT IS EXPECTED TO BE COMPLETED BY 2019.
• THE FIRST PHASE OF THE HIGHWAY PROJECT CONNECTS NAGPUR AND AURANGABAD WITH
THE CAPITAL CITY OF MUMBAI IN LESS THAN THE DISTANCE COVERED BY THE NH 6, THE
HISTORIC ROUTE. THIS SECTION OF ROAD SAVES 65 KM DISTANCE BETWEEN THE TWO
CITIES AND THE TRAVEL TIME OF NEARLY ONE-AND-HALF HOURS.
• AS OF THE BEGINNING OF 2012, THE HIGHWAY WAS 60% COMPLETED. THE AURANGABAD -
MUMBAI SECTOR WAS ALREADY IN USE WITH A FULL FLOW OF TRAFFIC, WHILE THE NAGPUR -
AURANGABAD SECTOR WAS COMPLETED AT THE END OF 2015, BRINGING THE PROJECT TO
80% COMPLETION. IT SHARES THE MAJOR DIRECT ROAD TRAFFIC BETWEEN THESE CITIES,
INCLUDING ALMOST 30%-40% OF TRAFFIC FROM NH 6.
• THE TOTAL COST FOR THIS EXPRESSWAY IS PROJECTED TO BE RS 46,000 CRORE. THE
PORTIONS OF THE ROAD PASSING THROUGH MUMBAI, AURANGABAD, NASHIK, NAGPUR WILL
FEATURE CCTV, FIBRE OPTICS, AND EDUCATIONAL INSTITUTIONS.
PROJECT TIMELINE
• MAY 2016 - CONSULTANTS APPOINTED FOR MAKING DETAILED PROJECT REPORT.
• JANUARY 2017 - REQUEST FOR QUALIFICATION (RFQ) BIDS OPENED FOR CIVIL WORKS.
• JULY 2017 - LAND ACQUISITION PROCESS STARTED.
• MAY 2018 - MSRDC OPENED FINANCIAL BIDS SUBMITTED BY QUALIFIED CONTRACTORS.
• MAY 2018 - MAHARASHTRA CABINET GAVE ITS OFFICIAL APPROVAL FOR 
CONCESSION AGREEMENT FOR THE PROJECT.
• JUN 2018: LOWEST BIDDERS IDENTIFIED FOR THIRTEEN PACKAGES, BIDDING FOR REMAINING
PACKAGES TO HAPPEN SOON.
• NOV 2018: 90% LAND ACQUISITION DONE. WORK TO BE DONE IN 16 PACKAGES, CONTRACTORS
FOR WHICH ARE ALREADY IDENTIFIED. WORK TO START IN DECEMBER.
• DEC 2018: PRIME MINISTER NARENDRA MODI PERFORMED GROUND BREAKING CEREMONY FOR
THE PROJECT ON 18-DECEMBER-2018.
• JAN 2019: LAND ACQUISITION COMPLETE, FUNDING SECURED, EXPRESSWAY TO BE READY BY
DECEMBER 2020. ROAD CONSTRUCTION STARTED.

THE LAND POOLING SCHEME
IF THE LANDOWNER AGREES TO VOLUNTARILY PARTICIPATE IN THE
PROJECT BY AVAILING THE LAND POOLING SCHEME, THE LANDOWNER
STANDS TO BENEFIT IN A NUMBER OF WAYS:
01.THE PARTICIPANT LANDOWNER WILL BE GIVEN BACK DEVELOPED PLOTS
EQUIVALENT TO 25% FOR RAIN FED FARMS AND 30% FOR IRRIGATED
FARMS, IN EXCHANGE OF THEIR TOTAL LAND POOLED FOR THE EXPRESSWAY.
LANDOWNERS WHOSE LAND WILL BE POOLED FOR THE KRUSHI
SAMRUDDHI KENDRA WILL GET DEVELOPED PLOTS IN THE KRUSHI
SAMRUDDHI KENDRA EQUIVALENT TO 30% OF THEIR TOTAL LAND
POOLED.
02.THE DEVELOPED PLOTS WILL HAVE ALL MODERN BASIC AMENITIES
SUCH AS OPEN SPACES, PLAYGROUNDS, PARKS, ROADS, TAP WATER,
ELECTRICITY, SEWERAGE LINES AND ALSO HAVE ACCESS TO MODERN
SERVICES SUCH AS BANKING, EDUCATION AND HEALTH CARE IN THE KRUSHI
SAMRUDDHI KENDRA.
03.THE LANDOWNER WILL HAVE THE CHOICE TO EITHER SELL OR
TRANSFER THIS DEVELOPED PLOT TO A THIRD PARTY ANY TIME OR USE
04.TO COMPENSATE THE LANDOWNERS FOR ANY LOSS OF INCOME FOR THE
INTERIM PERIOD, THEY WILL BE OFFERED MONETARY COMPENSATION FOR
A PERIOD OF 10 YEARS. THE LANDOWNER WILL RECEIVE RS 30,000 PER
ACRE FOR RAIN FED, RS. 45,000 PER ACRE FOR SEASONAL IRRIGATED
AND RS 60,000 PER ACRE FOR IRRIGATED AS CROP COMPENSATION FOR A
PERIOD OF 10 YEARS. THIS WILL BE INCREASED 10% EVERY YEAR TO TAKE
INFLATION INTO ACCOUNT.
05.THE STATE GOVERNMENT HAS GIVEN A GUARANTEE TO BUY BACK THE
ALLOTTED PLOT ON EXPIRY OF 10 YEARS PERIOD FOR A VALUE DETERMINED
ON THE DATE OF SIGNING THE AGREEMENT AS PER THE LARR 2013 WITH
SIMPLE INTEREST OF 9% PER ANNUM FOR A PERIOD OF 10 YEARS.
06.PARTICIPATING LANDOWNERS WILL GET TAX REBATE ON STAMP
DUTIES, REGISTRATION FEES, AGRICULTURAL LAND CONVERSION
CHARGES, DEVELOPMENT CHARGES ETC.

• MAHARASHTRA SAMRUDDHI MAHAMARG WILL BE AN ENTIRELY GREENFIELD PROJECT.

• IT WILL ENABLE COMMUTERS TO COVER THE DISTANCE BETWEEN NAGPUR AND MUMBAI
IN EIGHT HOURS AND TRANSPORTERS IN 16 HOURS.

• TWENTY-FOUR OF THE THIRTY-SIX DISTRICTS IN MAHARASHTRA WILL BE CONNECTED


THROUGH THIS FAST-TRACK NETWORK.

• THIS SUPER COMMUNICATION EXPRESSWAY WILL TRAVERSE AROUND 392 VILLAGES FROM
TWENTY-SIX TALUKAS IN TEN DISTRICTS, COVERING FIVE OF THE STATE’S SIX REVENUE
DIVISIONS.

• TWENTY PLUS NEW TOWNS (KRISHI SAMRUDDHI KENDRA), EQUIPPED WITH MODERN
AMENITIES, AGRO-BASED INDUSTRIES AND A COMMERCIAL HUB WILL BE DEVELOPED ALONG THE
MAHAMARG.

• THE HINTERLAND OF MAHARASHTRA WILL BE CONNECTED TO THE PORT IN MUMBAI AND


MULTI-MODAL CARGO HUB IN NAGPUR.

• THE LAND REQUIRED WILL BE POOLED FROM LANDOWNERS BY USING A SPECIAL SCHEME - THE
THE EXPRESSWAY
• THE EXPRESSWAY WILL PASS THROUGH TEN DISTRICTS, NAMELY NAGPUR, WARDHA,
AMRAVATI, WASHIM, BULDHANA, AURANGABAD, JALNA, AHMEDNAGAR, NASHIK AND THANE.
• IT WILL CONNECT NAGPUR TO MUMBAI AND HAVE DIRECT CONNECTIVITY WITH THE
COUNTRY’S LARGEST CONTAINER PORT – JNPT (JAWAHARLAL NEHRU PORT TRUST).
• THIS WILL ENHANCE EXIM (EXPORT-IMPORT) TRADE OF THE STATE.
• INTER-CONNECTING HIGHWAYS AND FEEDER ROADS WOULD BE CONSTRUCTED TO
CONNECT ALL IMPORTANT CITIES AND TOURIST PLACES ALONG THIS ROUTE. THIS WILL
CONNECT ANOTHER FOURTEEN DISTRICTS, NAMELY CHANDRAPUR, BHANDARA, GONDIA,
GADCHIROLI, YAVATMAL, AKOLA, HINGOLI, PARBHANI, NANDED, BEED, DHULE, JALGAON,
PALGHAR AND RAIGAD.
• IN THIS MANNER, A TOTAL OF TWENTY-FOUR DISTRICTS IN MAHARASHTRA WILL BE
CONNECTED VIA THIS EXPRESSWAY.
KEY FEATURES OF THE SUPER COMMUNICATION
EXPRESSWAY

• THE EXPRESSWAY WILL BE 700 KM LONG, DIRECTLY CONNECTING TEN DISTRICTS, TWENTY-SIX
TALUKAS AND AROUND 392 VILLAGES.
• IT WILL HAVE A SPEED LIMIT OF 150 KM WHICH WILL BRING NAGPUR AND MUMBAI WITHIN 8
HOURS REACH. THUS, TRAVEL TIME FROM MUMBAI TO AURANGABAD WILL BE 4 HOURS AND
FROM AURANGABAD TO NAGPUR, ANOTHER 4 HOURS.
• IT WILL CONNECT SEVERAL INDUSTRIAL AREAS, THE DELHI - MUMBAI INDUSTRIAL MAHAMARG
(DMIC), THE WESTERN DEDICATED FREIGHT MAHAMARG (WDFC), DRY PORTS OF WARDHA AND
JALNA AND MUMBAI’S JNPT.
• THE EXPRESSWAY, HAVING A TOTAL WIDTH OF 120M WITH A CENTRAL MEDIAN OF 22.5M WILL
FOLLOW THE INTERNATIONAL STANDARDS OF DESIGN. THERE WILL BE 8 LANES, 4 ON EACH SIDE.
IN CASE THERE IS A NEED TO INCREASE LANES ON EITHERSIDE, A PROVISION HAS BEEN MADE IN
THE CENTER OF THE EXPRESSWAY. THUS, NO MORE LAND WILL BE REQUIRED FOREXPANSION IN
FUTURE.
• IT WILL HAVE SERVICE ROADS ON BOTH SIDES THAT WILL CONNECT THROUGH UNDERPASSES.
• IT WILL HAVE AROUND 50+ FLYOVERS, 24+ INTERCHANGES, MORE THAN 5 TUNNELS,
400+ VEHICULAR AND 300+ PEDESTRIAN UNDERPASSES PROVIDED AT STRATEGIC
LOCATIONS. THESE UNDERPASSES AND FLYOVERS WILL BE BENEFICIAL TO THOSE
VEHICLESLEAVING OR JOINING THE EXPRESSWAY WITHOUT DISTURBING THE TRAFFIC
FLOW. IT WILL ALSO BENEFIT LOCAL CITIZENS TO GO ABOUTTHEIR TRAVEL WITHOUT ANY
HINDRANCE AND ALSO PREVENT ACCIDENTS.
• EXTENSIVE LANDSCAPING, TUNNEL LIGHTING, BRIDGE BEAUTIFICATION, IMPROVED
STREET LIGHTING AND DIGITAL SIGNAGE WILL BE USED THROUGHOUT THE LENGTH OF
THE EXPRESSWAY.
• MAXIMUM LOCALLY AVAILABLE MATERIAL, FLY ASH AND PLASTIC WILL BE USED TO
CONSTRUCT THE EXPRESSWAY WHEREVER POSSIBLE. RAIN WATER WILL ALSO BE
HARVESTED FROM THE EXPRESSWAY.
• THE ENTRY AND EXIT AT THE EXPRESSWAY WILL BE MANAGED AND TOLL WILL BE
CHARGED BASED ON THE DISTANCE TRAVELLED. THE TOLL COLLECTION IS PROPOSED
TO BE AUTOMATED.
• THE EXPRESSWAY WILL BE A ZERO FATALITY MAHAMARG; IT WILL HAVE CCTV
SURVEILLANCE AND FREE TELEPHONE BOOTHS AT EVERY 5 KM TO ALLOW
REPORTING IN CASE OF ANY ACCIDENTS AND EMERGENCIES.
• UTILITY MAHAMARG ALONG THE EXPRESSWAY WILL BE PROVIDED FOR OFC
CABLES, GAS PIPELINES, ELECTRICITY LINES, ETC.
• IN CASE OF ANY EMERGENCY, NATURAL DISASTER OR IN A WAR-LIKE
SITUATION, A FACILITY TO LAND AN AIRPLANE ON THE EXPRESSWAY IS
PROPOSED BY TEMPORARILY CONVERTING THE EXPRESSWAY TO A RUNWAY.
