Understanding
The Terms of Evaluation
 Evaluation Is the process of delineating, obtaining, and providing
descriptive and judgment informatioan abaout the worth and merit (harga
dan jasa) of some obyect’s goals, design, implementatioan, and impact in
order to guide decision making, serve needs for accountability. and
promote understanding of the involved phenomena. (Stufflebeam, 1985).

 Evaluation is the process of ascertaining the decision of concern, selecting


appropriate informatioan, and collecting and analysing information in
order to report summary data useful to decision makers in selecting among
alternatives.
 There are three activities dealing with evaluation:
a.Test
b.Measurement
c.Assessment
 Test can be defined as the way how to measure indirectly the size
subjects’ability which the respon given by subyect based on the
stimulus, both questions or statements. Test is the smallest part of
evaluation.
 Measurement is the process by which information abaout the attributes
or characteristics of thing are determinied and differentiated ( Oriondo,
1998)
 Assessment is the process that provide information about individual
students, about curricula or programs, abaout institution, or about
entire systems of institutions. ( manafsirkan data hasil pengukuran)
 The focus of assessment is the assigning number to, or quantifying things
according to set of rule ( Griffin & Nix 1991)

hirarchial. The comparison of observation with the
criteria is a measurement, the interpretation and
description of the evidence is an assessment and the
judgment of the value or implication of the behavior is
an evaluation””.

Purpose of Evaluation Research
(Weiss 1972)

The purpose of evaluation research is to measure the effect of program


against the goals it set out accomplish as a means of contributing to
subsequest decision making about the program and improving future
programming. Those are 4 aspecs with the evaluation research;
a.Applied the research method
b.Focus on the result of the program
c.Measurement based on the criteria
d.Serve the decision making and the improvement of the future program
Pengertian Evaluasi PP

 Evaluasi adalah sebuah proses yang terdiri dari urutan rangkaian kegiatan
mengukur dan menilai suatu program yang dilakukan secara sistematis
untuk mengetahui efisiensi dan efektifitasnya ( Soedijanto, 1996)
 EPP adalah upaya penilaian atas suatu kegiatan oleh evaluator melalui
pengumpulan dan penganalisaan informasi secara sistematik mengenai
perencanaan, pelaksanaan, dan dampak kegiatan untuk menilai
relevansi, efektifitas, dan efisiensi pencapaian hasil kegiatan untuk
pengembangan selanjutnya ( Departemen Pertanian, 1995).
 Suatu kegiatan untuk memperoleh informasi obyektif tentang kegiatan
program dalam mengetahui efektifitas, efisiensi dan signifikansi
pelaksanaan program ( Valera dan Paplino, 1987)
 Dalam evaluasi terkandung unsur penilaian, pengukuran, dan pengujian
