permission to retrofit giving details of their Conversion
Centres
• RTA inspects the Centres and approves, if they meet the
requisite guide-lines
• Any vehicle fitted from the approved Conversion Centre
is endorsed by RTO in the RC Book

A) PRIOR APPROVAL OF LAYOUT PLAN


- Apply to CCOE Nagpur with 3 copies of Layout Drgs
( incorporating 19-point brief on Auto LPG ) and also details of
surrounding area lying within 100m from edge of all facilities;
-Scrutiny fee of Rs. 100/=
- Obtain prior approval of System Drgs ( P&ID, Tank Instt.
Details, Emergency Shut Down System & Chain Link Fencing )
CCOE APPROVALS / LICENSES FOR ALDS

B) For grant / amendment / renewal of License, apply to


CCOE Nagpur in Form IA with the following :
i) 4 copies of plans approved earlier
ii) Specification with certificates of dispenser, pump, piping,
hoses and other fittings
iii) Certificate of Safety under Rule 33
iv) Fee for grant / amendment / renewal of License
( Rs. 1000/- for first 5000 litres,

Rs. 500/- for every additional 1000 litres or part thereof

A. STORAGE VESSEL
• Design Code : as per BS 5500, ASME Sec VIII, IS 2825
• Material : Carbon Steel conforming to ASTM A516 Grade 60/70 or
A 537 Class I
• Design temperature : -270 C to + 550 C
• Design Pressure : Max Vap. Pr as per IS 14861 at 550 C and shall be
taken as min 14.5 kg/cm2
• Vessel may be installed – above ground or under ground / mounded
in line with SMPV Rules

B. LPG DISPENSING PUMP cont..
I) External ( Top-mounted Pump )
• Max design pressure of pump shall be less than design pressure of
piping system
• Bye-pass arrangement shall be provide to prevent pump casing
from over pressure.
I) Submersible Pump
• Pump shall be installed in a properly designed well to facilitate
removal / repairs without de-gassing the vessel
• Pump shall have in-built safety interlock to stop automatically in
the event of low level, high temperature & dry condition

C. LPG DISPENSER :

• Dispenser shall be approved by Explosives’ Deptt and W&M.
• Liquid Inlet pipe to Dispenser shall have EFCV, ROV and pipe-shear
provision
• Delivery Line from Dispenser shall have breakaway device with
EFCV or Quick action cut-off valves, to prevent spillage , in the
event of its breakage
• Delivery hose shall be designed for 25 kg / cm2 . Its length shall not
exceed 5.5 m
• Dispensing Nozzle shall be of self-sealing type, conforming to
IS:15100. LPG released on disconnection of Nozzle shall not exceed
5 ml.

• Clearly identified Switches & Circuit Breakers shall be provided

easily accessible location at least 6m away from Dispenser to cut off
power supply in case of any emergency.

D. PIPING :
• All metallic piping shall be rated for Auto LPG & designed to
ASME- B-31.3 with min design pressure of 25 kg/cm2
• Material of pipe shall be low carbon or alloy steel conforming to
ASTM SA-333 grade 6, or SA –106 grade B ( sch 40/80)
• All sections of pipe in which LPG can be trapped by closing of
valves, shall be fitted with TSVs in the fenced area.

E. FIRE-FIGHTING FACILITIES
I) ALDS with under ground / mounded storage shall have
• 2 x 10 kg DCP FEs near tank-truck unloading area
• 1 x 10 kg DCP FE near each LPG Dispenser
• 2 x 70 kg DCP FEs for Tank Storage area
II) ALDS with above ground storage shall have
• Hydrants with min water pressure of 7 kg / cm2 covering storage
vessel
• Water sprinklers with spray density of 10 lpm/m2
• Water storage adequate for fire fighting at least 1 hour
