PART 1:

POLICE SERVICES ACT STATES

That the Solicitor General is

responsible for Police Services
Solicitor General now MCSCS

MCSCS responsibilities fall into 3

categories:

– Correctional Services
– Public Safety
– Policing Services
MCSCS – POLICING SERVICES
 Policing Services oversees policing services throughout Ontario
including OPP

Responsible for:

 Monitoring Police Services to ensure adequate & effective

protection is being provided at both the municipal & provincial
levels

 Monitoring Police Boards& Services to ensure they comply with

prescribed standards of service

 Conducting inspections & reviews of Police services

 Operating the Ontario Police College

 Operating Criminal Intelligence Services Ontario (CISO)

CRIMINAL INTELLIGENCE
SERVICES ONTARIO (CISO)
 Is a co-operative of law enforcement agencies dedicated to
fighting organized & major crime by sharing & analyzing
criminal intelligence

 Administers a joint force operations (JFO) program

 JFO program provides resources & funding to municipal,

provincial & federal Police Services involved in major criminal
investigations

 Receives, analyzes & distributes criminal intelligence among

it’s members

 Is part of Criminal Intelligence Services Canada (CISC)

UNDER PSA MUNICIPALITIES ARE

 Required to provide adequate & effective Police

Services

Adequate & effective Police Services must include all of the

following Police Services:

 Crime Prevention
 Law Enforcement
 Assistance to victims of crime
 Public order maintenance
 Emergency Response
MUNICIPALITIES MAY PROVIDE POLICE
SERVICES BY:

 Establishing & maintaining their own Police

Services

 Entering into a joint policing agreement with

another municipality

 Contracting for Police Services from the OPP

CANADIAN POLICE INFORMATION
CENTRE (CPIC)

– MCSCS oversees the CPIC in Ontario

– CPIC is a computer based data system

that contains such information as
missing persons & stolen vehicles &
property
ONTARIO CIVILIAN COMMISSION ON
POLICE SERVICES (OCCOPS)
 Members of OCCOPS are appointed by the provincial
government

 Section 22 – PSA – Powers & duties of OCCOPS

 Section 23 – Power to suspend or remove Chief of Police

or members of the board

 Power to disband a Police Service & require the OPP to

provide Police Services to the community

 Section 25 – OCCOPS may investigate conduct of a

police officer or C of P
 IF OCCOPS finds a police officer to C of P is OLICE IS
GUILTY OF MISCONDUCT OCCOPS CAN IMPOSE A
PENALTY AS LISTED IN SECTION 68

 IF OCCOPS FINDS A MEMBER OF THE BOARD GUILTY

OF MISCONDUCT IT CAN REMOVE OR SUSPEND THE
MEMBER

 OCCOPS MAY INVESTIGATE THE MANNER IN WHICH

POLICE SERVICES ARE PROVIDED FOR A
MUNICIPALITY AND THE POLICE NEEDS OF A
MUNICIPALITY
