The then DPM [today the PM], during the 9th Civil Service Conference:

believe developing and sustaining a high performance culture can only begin when civil servants embrace a renewed accountability for performanceI would therefore urge the public sectorto adopt high-performance culture and the specific use of key performance indicators (KPIs). This will help the public sector to be more focused and outcome-oriented. The use of performance indicators requires a strategic shift in the current thinking and approach of managing public sector organisations from managing with limited resources to achieving measurable 4 outcomes.

Performance management in Public Sector Organizations was often not accorded the due priority, however with changing times, there has been a definitive change in their approach as people have been expecting a lot from government agencies.

KPIs
KPIs are Key Performance Indicators a measurement used to help define, evaluate and report on progress in the case of Ministry's KPIs, progress towards delivery on the Nations overall strategic plan.
KPIs can be described as
KEY: Key is to focus on things that matter to the Rakyat PERFORMANCE: Delivery of outcomes and impact, not inputs INDICATORS: Visible outcomes that can be seen and tracked
